Kitaen was born Julie Kitaen in San Diego, California in 1961, the third child born to Linda Kitaen (nee Taylor) an housewife and one-time beauty pageant judge, and Terry Kitaen, an employee of a company that makes neon signs. Kitaen's mom, who was from Irish as well as Scottish descent was married to Terry Kitaen (an employee of a company that made neon signs). Her father was Russian-Jewish.
